Kanjorski (D-Pa.) that would grant federally backed loans for residents looking to unload properties that have lost value after being contaminated by gasoline or petroleum spills. The estimated $10 billion buyout plan is currently focused on three U.S. communities--Hazleton, Pa.; Winston-Salem, N.C.; and inner-city Washington--but would have a nationwide reach. Kanjorski notes that 80 percent of the funds would likely be recouped once the abandoned residences are sold after mandatory cleanup efforts are completed. HUD, which would administer the program but has declined comment on the matter, already offers funding via its Uniform Relocation Act, which provides the money to cities, counties, and states--but not individual homeowners--through community development grants. |
