Islands PEMCO, LTD, HUD set August 1, 2004 as the date the new contracts become effective, which date was to signal the beginning of a 60-day ramp-up period that will include several regional meetings encouraging participation by servicers and intending to foster open discussion and dialogue about the new contracts and best practices going forward. The new contractors will begin taking assignments October 1, and for the next 30 days, the outgoing contractors will be selling off properties in the portfolio while the new awardees are taking in new properties.
