Texas HB 3065

HB 3065 was filed on 3/10/09, read for the first time on 3/17 and referred to the House Urban Affairs Committee the same day.  The Bill passed the House on 5/15 and now moves on to the Senate.
HB 3065 relates to municipal registration of vacant buildings; providing a penalty. 
  • This bill proposes that a municipality may, by ordinance, require the owner of a vacant building to register the building by filing a completed registration form with a designated municipal official no later than the later of the 30th day after the date:
    • the building becomes vacant; or
    • the person becomes the owner of the building.
    • Maximum registration fee is $250
  •  "Owner" means the person that owns the real property on which a building is situated, according to: the real property records in the county where the property is located; or the records of the appraisal district in which the property is located. Registrations expire automatically on the first anniversary of the date the registration form is filed Registrations must be renewed within (30) days of expiration unless the property is no longer vacant.
  • If passed, the legislation would take effect January 1, 2010
