Several Pennsylvania municipalities (currently believed to be Allegheny, Cambria Washington and Westmoreland counties) have enacted ordinances requiring "Dye Tests" prior to any property sales transaction. Municipalities are increasingly enforcing this requiring requirement resulting in servicers experiencing delays in the conveyance of HUD properties.
