| Winterization Alert: Suspending 97-31 Winterization Shut-Downs |

If you recall, prior to the start of winterization season 2003-2004, Safeguard issued an FHA Servicer Alert recommending the performance of winterization shut-downs pursuant to ML 97-31 for all properties with radiant heat systems, to assure that properties were protected from freezing when radiant winterization per 2002-10 specifications could not be completed for the allowable. (Please use the following link to review the previously released FHA servicer alert.) Now that the 2004-2005 winter season has come to an end and the risk of freeze damage is no longer a issue, Safeguard recommends that the 97-31 shut-down practice be discontinued until September 1, 2005. We will continue to submit bids for winterization-year-round areas, but we will not perform the shut-down actions described in the above-referenced release. This recommendation is based on our desire to help our clients save the unclaimable out-of-pocket cost of performing shut-downs on radiant heat systems in year-round winterization areas.
