Winterization Alert: Suspending 97-31 Winterization Shut-Downs
Monday, 18 April 2005

If you recall, prior to the start of winterization season 2003-2004, Safeguard issued an FHA Servicer Alert recommending the performance of winterization shut-downs pursuant to ML 97-31 for all properties with radiant heat systems, to assure that properties were protected from freezing when radiant winterization per 2002-10 specifications could not be completed for the allowable.  (Please use the following link to review the previously released FHA servicer alert.)

Now that the 2004-2005 winter season has come to an end and the risk of freeze damage is no longer a issue, Safeguard recommends that the 97-31 shut-down practice be discontinued until September 1, 2005.   We will continue to submit bids for winterization-year-round areas, but we will not perform the shut-down actions described in the above-referenced release.

This recommendation is based on our desire to help our clients save the unclaimable out-of-pocket cost of performing shut-downs on radiant heat systems in year-round winterization areas.

If you disagree with this recommendation and would like us to continue to perform system shut-downs on your radiant heat properties, please advise.   Otherwise, this change will be effective immediately.

As always, we welcome your comments as we continue to look for ways to minimize your out-of-pocket costs while we Safeguard your interests.

Thank you.
