City of Jacksonville FL Growing Seeds of Change Program

The Mayor of Jacksonville FL John Peyton recently announced a new initiative titled Growing Great Neighborhoods: Seeds of Change to address various blight issues.

Included is this initiative is the creation of NEAT (Neighborhoods Enforcement Action Team)

The NEAT, comprised of four inspectors and a zone supervisor from the city's Property Safety Division, will systematically inspect and work to eliminate nuisance violations that contribute to unsafe conditions and blight. While condemnations may occur under this targeted code enforcement effort, the overall goal will be to work to eliminate the following nuisance violations:

  • unsafe abandoned structures –  boarding-up unsecured structures in a timely manner;
  • junk vehicles – removing inoperable or untagged vehicles that are legally accessible; and
  • vacant lots with overgrowth and trash.

The Office of General Counsel will also conduct a full review of the laws governing code enforcement and make recommendations for re-wording or new laws to strengthen the city's ability to enforce regulations.

The project will first be tested in Historic Arlington and NW Jacksonville. These areas encompass segments of the following zip codes.
