ML 2004-07 Update to Preservation and Protection MLs 2002-10, 2002-19

Below is our summary of the new ML 2004-07 release.

Please note, the following is being provided for informational purposes only and is not intended as an official interpretation of the ML release.

In Mid-Atlantic/Pennsylvania regional guidelines (attachment 4, page 9 of 2002-10), all of the zip codes beginning with 191..  (Philadelphia) have been removed from the pre-approved boarding list.  In these zips, window openings must be reglazed and doors must be installed in entryways.  The new letter also specifies that front and rear entry doors must be secured with a hasp or eyebolt and A389 padlock, and slidebolts must be installed any remaining 1st floor secondary doors.

The letter also provides for year-round winterization in New Jersey.

Finally, the letter provides the following new contact information:

Contacts for Lender Appeal  (Refer to Mortgagee Letter 2002-19, Attachment 1, and Mortgagee Letter 2003-05, Attachment 3).

For Contract areas P1, P3, and P5, under the column HOC-GTR Contact Person/Phone Number, replace the name Patricia Peiffer with John McGuckin, and change the contact phone number to (800) 440-8647, extension 3410.

Effective date for these changes is March 12, 2004.

The purpose of this Mortgagee Letter is to provide for clarification of boarding issues within certain zip codes in the City of Philadelphia, to provide for year-round winterization in the State of New Jersey, and to update the name of the Government Technical Representative (GTR) for contract areas P1, P3 and P5.
