VA Phoenix RLC Loan Guaranty Information Bulletin No. 26-06-12

The Phoenix Regional Loan Center (RLC) released Loan Guaranty Information Bulletin No. 26-06-12 titled "Transfer of New Mexico Loan Guaranty Operations from the Denver Regional Loan Center to the Phoenix Regional Loan Center."

This follows the release of Loan Guaranty Information Bulletin No. 26-06-11

The bulletin announces that effective Oct. 1, 2006, the Phoenix Regional Loan Center (RLC) will assume responsibility for all VA Loan Guaranty activities in the state of New Mexico.

Included in this Bulletin

Loan Production - All Loan Production activities are being transferred. This includes, but is not limited to;
1) all new loan guaranties
2) release of liability and substitution of entitlement requests
3) prior approval loan submissions
4) paid in full loans
5) lender approval and maintenance issues in the state of New Mexico.
Existing workloads will be transferred between the Denver and Phoenix RLCs. The only exception would be if the Denver RLC had requested information as a follow-up to a full review. This information should be sent to the Denver RLC.

Loan Administration - All Loan Administration activities are being transferred. This includes, but is not limited to;
1) processing of all Notices of Default
2) Notices of Intention to Foreclose
3) loan status updates
4) alternatives to foreclosure
5) Status of Loan Account – Foreclosure or Other Liquidation forms
6) Claims Under Loan Guaranty and Notices for Election to Convey and/or Invoice for Transfer of Property in the state of New Mexico.
Existing workloads will be transferred between the Denver and Phoenix RLCs. Loan servicing activities currently brokered from Denver to Phoenix will not be affected by this transfer.

Construction and Valuation  - All Construction and Valuation activities are being transferred. This includes, but is not limited to;
1) case number assignments
2) VA fee panel appraiser assignments
3) LAPP application processing and Staff Appraisal Reviewer training
4) condominium and builder approval processing.
Existing workloads will be transferred between the Denver and Phoenix RLCs. You will continue to utilize the web-based Appraisal System (TAS) in the same manner.

Eligibility - Servicers are encouraged to obtain Certificates of Eligibility electronically. Mailed requests should be sent to our Winston-Salem Eligibility Center.
